Inclusion 2028

Overview

Inclusion 2028 is a Department for Education-funded grant designed to improve the choices and chances of children and young people with Special Educational Needs and Disabilities (SEND) through a series of targeted interventions in physical education (PE), school sport, and physical activity.

Led by the Youth Sport Trust and a national network of expert schools, this grant fuels a range of inclusive initiatives across England - ensuring that every pupil, regardless of ability, has the opportunity to thrive.

Why it exists

Despite growing awareness, too many pupils with SEND still face barriers to participation in PE and school sport. Inclusion 2028 exists to change that - to create environments that are inspiring, accessible, and meaningful for every learner.

By working collaboratively with schools, trusted delivery partners, and most importantly, listening to the voices of young people, Inclusion 2028 supports sustainable, inclusive practices that embed long-term change.

Expert Support via Lead Inclusion Schools

At the heart of the grant are England’s Lead Inclusion Schools -recognised for their expertise in inclusive sport. They act as regional champions, helping schools raise the standard of inclusive PE across the country.

Proven impact

Inclusion 2028 builds on the success of Inclusion 2024 - and the results speak for themselves:

  • 47% of SEND pupils now achieve 20 active minutes/day (up from 39%)
  • 3,246 young people (44% with SEND) trained as inclusive sport leaders
  • 17,857 pupils accessed para sport experiences and festivals
  • 6,411 SEND pupils began swimming with key water safety guidance
  • 28,205 educators trained in inclusive PE since 2022
  • 5,821 schools supported nationwide.
